Kerry seems to have a decent policy on North Korea. The last paragraph is the most important:

It signals our allies that we are prepared to go the last mile to resolve this crisis peacefully, and, should our effort fail, it strengthens our hand -- and our credibility in the eyes of the world -- to undertake a military option.
Would Kerry really be willing to risk thousands of American lives? Probably not, unless all of those stories are true
